Thirty-eight times in the past 18 months, Orange County Commissioner Ted Edwards has abstained from voting on public business because, if he had, it could be perceived as benefiting his financial interests.

An Orlando Sentinel analysis of 600 recorded votes cast during his term found Edwards refrained from voting nearly four times more than the other five commissioners and Mayor Teresa Jacobs combined.
